Le samedi 23 avril 2022, le Rassemblement Héritage et Modernité (RHM) a organisé un séminaire de formation et d'information au profit des élus de la province de la Ngounié. C'est Mouila, la capitale provinciale de la Ngounié, qui a abrité cet événement. Cette grande rencontre politique a été animée par le Secrétaire Général du RHM, l’Honorable Serge Maurice Mabiala, Député et Conseiller municipal de la première circonscription électorale de la commune de Mouila.
Dans son propos, l'Honorable Serge Maurice Mabiala a fourni aux séminaristes, avec force et détails, des éclaircissements sur la situation confuse qui a prévalu pendant plusieurs années entre le RHM et le RPM. Occasion pour lui de rassurer les élus et de leur demander de demeurer dans la cohérence de leur engagement initial, c'est-à-dire de continuer à mener leurs activités politiques dans le cadre des dispositions statutaires qui régissent le RHM, les choses étant désormais claires.
Autre point à l’ordre du jour ; le projet de note d’orientation relative aux élections des cadres locaux du RHM. A cet effet, le parti a procédé à l’élection de nouveaux responsables provinciaux, communaux, d'arrondissements, départementaux et cantonaux. Ainsi, au terme des élections, Jean Alexis Nguele Mapiya et Fidèle Nguembi ont été respectivement élus Coordonnateur provincial de la Ngounié et Coordonnateur communal de la ville de Mouila.

La question sur l'élection du prochain maire de la commune de Mouila a été également au cœur des échanges après l’entrée au gouvernement de l’ancien maire, Norbert Diramba. Pour Serge Maurice Mabiala, une possible alliance politique entre Les Démocrates, l’ ADERE et RHM est susceptible de mettre à mal les ambitions du PDG de porter à la mairie de Mouila un maire issu de ses rangs.
