Libreville, le jeudi 28 novembre 2O19. Une fois de plus l’actualité est marquée par un déraillement de train. L’incident, indique le communiqué de la Setrag, a eu lieu à 5 heures 48 minutes entre les gares de Lastourville et Milolé au PK 478+800. Il s’agit, indique la société de transport ferroviaire, d’un train minéralier en provenance de la ville de Moanda. Pour cet incident, l’on n’a pas enregistré de pertes en vies humaines contrairement à la collusion de deux trains qui a coûté la vie à trois personnes la nuit du 18 au 19 mai dernier.
Pour autant, la récurrence des accidents sur la voie ferrée ces dernières années soulève de nombreuses questions dans l’opinion : à qui incombe la responsabilité de ces déraillements ? L’Etat gabonais (le concessionnaire) et la Setrag (entité exploitante du chemin de fer) mettent-ils tout en œuvre, pour éviter de tels drames ? L’Agence de régularisation du transport ferroviaire (Artf) est-elle défaillante dans sa mission de réguler le secteur ? Des questions et encore des questions qui trouvent quelques bribes de réponse chez nos confrères du Journal le Temps.
Dans son numéro 703 du jeudi 28 novembre dernier, l’hebdomadaire révèle une affaire trouble de concussion d’intérêts qui expliquerait en partie les difficultés de l’Artf à correctement effectuer les missions de contrôles qui lui sont dévolues.
Un Cabinet privé du nom d’Engerail se serait vu attribuer par des mécanismes flous un contrat de contrôle des activités sur la voie ferrée, alors que ces missions sont exclusivement réservées à l’Artf. De gros moyens financiers passeraient à travers ledit contrat signé entre la Setrag et Engerail avec l’approbation de l’ancien ministre des Transports, Justin Ndoundangoye, révèle le journal. Le principal responsable du cabinet Engerail, approché par le journal, explique qu’il s’agit d’un contrat, c’est-à-dire d’une association de promoteurs privés qui ont entrepris de créer Engerail, afin d’apporter leur expertise auprès du concessionnaire sur la mission d’entretien de la voie ferrée. Le cabinet a entre autres missions la charge de remédier à la situation des 24 zones instables localisées entre les gares d’Owendo et Ndjolé.
Conséquence directe de cette privatisation partielle des missions de contrôles, l’Artf, qui est l’entité habilitée à effectuer les missions de régularisation, n’a plus le contrôle d’un pan de la voie ferrée. Autrement dit, le gendarme de la voie ferrée se contente désormais de contre-signer les rapports de mission produits par le cabinet Engerail sur une zone pourtant présentée comme la plus instable de la voie ferrée. Incroyable ! Pour une source proche du ministère des Transports, ces arrangements d’arrière-boutique profitent à la Setrag, l’entité exploitante du chemin de fer est ainsi à l’abri du regard de l’Etat.
