Franck Nguema est-il dans l’incapacité de faire nommer les cadres de son département ministériel en Conseil des ministres ? C’est la question qui taraude les esprits au ministère de la Jeunesse et des Sports, où voilà bientôt 5ans qu’aucune nomination n’a été effectuée. Ce, alors que plusieurs postes sont restés vacants, à la suite de la mise à la retraite d’anciens occupants.
Au lieu de procéder aux nominations, ces postes sont plutôt occupés par des intérimaires. Que ce soit dans l’administration centrale que dans les entités sous tutelle, à l’instar de l’Institut de la Jeunesse et des sports, entre autres. Pire, ceux qui assurent l’intérim n’ont jamais été confirmés à leurs postes. Comment expliquer cette situation ? Personne n’a de réponse. Du coup, plusieurs sources estiment que le Ministre actuel n’a pas assez de poids pour parvenir à faire valider les nominations de son département en Conseil des ministres. La situation est d’autant plus ubuesque qu’elle a entraîné le département dans une situation de violation des textes. Notamment du décret 0255/PR/MLSLVA, portant attribution et organisation du ministère de la Jeunesse et des Sports. « Nous attendons, depuis des années, sans suite. Nous continuons à travailler, en espérant que notre situation soit réglée », s’est offusqué un agent qui assure l’intérim d’une direction.
Et une autre source de renchérir : « comment comprendre que plusieurs directions fonctionnent sans DG et sans DGA. Seuls les directeurs des Sports et celui de la Jeunesse sont nommés, sans plus ».
